Canada's justice minister, Irwin Cotler, says the government will introduce legislation this fall to enable the police and other security forces better to track criminal activity through access to Internet and cellphone use. Mr. Cotler says the current surveillance laws under which police must function were written before cellphones and e-mail existed. The minister says it's important that police be on the same level technological playing field as criminals and terrorists in the use of technology. The draft law allows police to force Internet providers to supply information about the surfing habits of its customers. The draft document specifies that police can enquire whether the customer possesses a computer "virus." Mr. Cotler gave assurances that civil liberties will be respected. Critics have complained that the draft legislation goes too far, and that it could lead to charges being laid for such relatively minor offenses as downloading music or computer software without paying the owners of the copyrights.
